When we first see the train in that beautiful curve, there is a caption saying "Montenegro". They wouldn't do that if the countryside were not meant to represent Montenegro, but instead just a train on its way to Podgorica or something. Quite regardless of the fact that there is no international train to Montenegro. The only passenger railway connection there is with Serbia. OK, OK, there is no town looking like Karlový Vary in Montenegro, either, so it may be considered artistic licence. But I think they just goofed regarding "Chur-Ost". Not on the level of Bond and Anya taking a train from Egypt to Sardinia, but still.
In short, Bond is somewhere looking very much like Karlovy Vary, where the common language seems to be Czech, but the writers decide it should be called Montenegro. Makes no sense at all. Curious they have the prologue in an anonimous building and they give that the Prague tag? Weird logics if you ask me.
They did change some of the language on the buildings, but you are right that it doesn't look like Montenegro at all.
That said, I don't think it's very important. It's a semi-fictional universe after all. We even had fictional counties in Bond films - Nambutu in CR, Republic of Isthmus in LTK.
Nevertheless, a fictional country gives you full artistic freedom, but real countries should at least bear some resemblance to their real world counterparts. At least in my opinion.

That is why the casino is called “Casino Royale” instead of “Casino Royal”, which would be the right spelling considering “casino” in French is a masculine word and would not require an extra e at the end of “Royal”.
This explanation doesn’t work in the film though as the setting is changed. So we actually have a misspelled title.

Ah, I forgot about that one. Quite useless indeed. It would make more sense for Bond and Vesper to catch up on the way anyway, and Montenegro isn't really big enough for long-distance trains with dining cars.
Is it then safe to assume the Casino is standing in either Podgoriza, Bar, Bijelo Polje, Niksic or Tuzi?

Right after the Icarus demonstration, when Bond is checking out Graves Diamond mine, he is caught by a german guard:
"Was machst du denn hier? Nimm mal die Hände hoch. Dreh dich um. Los, langsam umdrehen."
"What are you doing here? Take your hands up. Turn around. Go, turn slowly.
Cool. That list is becoming pretty long, maybe it would be a good idea to put the Movie titles in Bold that way it'll be easier to search.
In the Spanish dub for Hispanic America of AVTAK, at the end, Bond doesn't say "there's never a cab when you want one." He says "did I tell you I was afraid of heights?"
"Der Engländer ist gekommen"/The Englishman has arrived.
"Schnell! Der Engländer ist abgehauen"/Quick! The Englishman has scrammed (or bunked off)!
"Der Engländer ist ins Dorf geflüchtet!"/The Englishman has fled to the village!, followed by "Er ist ausgerückt?"/He made off? and "Der Engländer! Quick [sic]! Wir müssen ihn umzingeln!"/...We must surround him.
"Bremsen Sie doch!"/Hit the brakes! (the "doch" making the request more urgent)

By the way, both the actors have a terrible non-native accent. I barely speak it and I can pronounce better than them.
Funny how this goes though. When watching the Hitman's Bodyguard the Russian isn't subtitled and sounded genuine to me, but my wife who's fluend in Russian cringed at the bad pronunciation.
