    And we have a winner! Yes this is the character, played by Julian Fellowes (photo below at the link). Good going @pachazo! And many of you were so close--the incorrect guesses were a veritable who's who of British society (cinematically speaking), including some who were in the room with the minister during his scene. And I believe it's the first time this character has been played.

    1) I take part in a conversation.
    --With Admiral Roebuck and M, then Bond enters the room.
    2) I'm a thinking person, but I can be emotional too.
    --Weighing facts of defence issues, but he also appears tense or unsettled when he says, "Christ, the press is already screaming for blood. The last thing we want to do is escalate the situation".
    3) James Bond does something partly because of me.
    --Investigates. The Minister says "M, you have 48 hours to investigate".
    4) I'm in a scene where there's some witty dialogue.
    --The admiral tells M he doesn't think she has the balls for the job, and she replies the advantage is she doesn't have to think with them.
    5) Directly because of me, some events in the film proceed as they do.
    --The Minister says, "We send in the fleet" and he gives M 48 hours to investigate.
    6) My job or position is not the lowest of the low, but it's not the highest of the high either.
    --Self-explanatory.
    7) Something happens in this film that also happens in at least two other Bond films.
    --A ship sinking, as also in TSWLM and FYEO.
    8) The conversation I take part in is about something important that could affect many people.

    --Self-explanatory.
    17) We discuss a major threat.
    --A possible conflict with China.
    18) The events mentioned in clue #7 involves water.

    19) From all appearances, everyone around this character respects this person.
    --Because of the minister's position.
    20) When M was with this character, M decided against telling the character something.
    --That the mysterious GPS signal that sent the Devonshire off course came from one of Elliot Carver's satellites.
    21) This character is named in that they are listed in the credits and online, but they don't have a Christian name.

    Oh man, I watched exactly this scene and thought about this guy but decided that the Minister isn't fitting (can't even remember why I discarded him @-), maybe because I thought that the name is missing).
    It was a fun round, nonetheless. And well done @pachazo.

    Alright, it's been a while. Let's see how this goes...

    1) Look up! Look down! Look out!
    2) Bond's first view of me was obstructed.
    3) I have a seat at the main table...
    4)...but I don't stay sitting for long.
    5) No one gets out of here without my approval.
    6) However, just because I'm in charge doesn't necessarily mean I'm in control of the situation.
    7) On the surface, it appears as though I've failed him miserably.
    8) Meet James Bond, the new life of the party.
    9) Yes, I believe he deserves a standing ovation!
