    Yes, @Birdleson, congratulations, you've got it right! The Casino Baccarat Official. Some clues have obvious explanations:

    1) I see Bond, and I can see what he's doing.
    The official stands on the opposite side of the baccarat table from Bond.
    2) I also see another person get into trouble.
    Tracy loses and can't pay.
    3) There are other people around me.
    4) I don't seem to be a bad person, but I'm prepared to take action against someone if I have to.
    He's there to enforce the rules.
    5) Interestingly enough, I don't see anyone shooting at Bond or fighting him.
    6) Nice scenery! Even though I don't have the best view of it.
    Tracy shows her cleavage when she bends over to look at her cards, but the official is standing beside and slightly behind her.
    7) The organization I work for is wealthy.
    Casino.
    8) Someone explains something to me.
    Tracy says she doesn't have the money for the bet.
    9) This whole experience is supposed to be enjoyable.
    Gambling.
    10) I mostly watch, and I say only a little bit.
    11) The scene I'm in lasts just a few minutes.
    12) The incident that happens in my scene is bad, but it leads to something good happening later in the film.
    Tracy can't pay, but Bond comes to her rescue, and later they fall in love.
    13) Some people in the scene I'm in are speaking a language other than English.
    At least the croupier and the baccarat official are speaking French.
    14) I basically tell the person mentioned in clue #8 that what they've done is wrong.
    I think what he tells her in French translates to something like, "I'm sorry, madame, but that can't be possible", and then he starts to call for someone, possibly security.
    15) I'm dressed in a tux. I have black hair and a mustache.
    16) When I see Bond, there are some men on either side of him.
    A man sits on either side of Bond.


    Trivia:
    This character is played by actor Robert Rietty, who some of you may know is linked to other Bond films--he's listed in IMDb as having dubbed the voices of John Strangways and Superintendent Duff in Dr. No; Emilio Largo in Thunderball; Tiger Tanaka in You Only Live Twice; Blofeld in For Your Eyes Only; the Italian Minister in Never Say Never Again and some dubbing work on Casino Royale 1967.

    The casino was depicted as being at the Hotel Palacio in Estoril Portugal. Most of the cast and crew stayed there while filming. Another webpage says "The hotel was the international Allied spy HQ during World War II. It was here that Ian Fleming witnessed a card game between enemy agents, which was the inspiration for the plot of his first novel Casino Royale." (onthetracksof007.com)

    I'm sure many of us who've given clues to a character have had clues left over. One I had was that the baccarat official didn't know who Tracy was, but he did know that she didn't have a nightie that was slipping (both "contessas").

    And another example of why Fleming's books have a lot to offer: I read online some of the chapter having to do with Bond going to Tracy's room, and what she has to say to him is nice and spicy, the explicit version of what's on film. I should buy more of the Fleming books; I only have Casino Royale and Thunderball.

    Thank you @Birdleson. Excellent clues! Dr. Vogel is quite a character, in a very intense and dramatic scene, seeing the inner workings of SPECTRE. And it will be interesting to see what she does in NTTD. Thank you also @goldenswissroyale. I'll need at least a day to decide on a good character. The more I do this, I think I improve the kind of clues I can give. By the way, check out actress Brigitte Millar, who plays Dr. Vogel.

    Though Corrine has a heart of gold, it is not her. More clues added.

    An EON named character with dialogue.

    1) I know what Bond likes.
    2) You'd almost think I was romantic!
    3) Bond and I share something in common.

    5) I'm also associated with someone who has a sense of humor!
    6) I'm well-informed.
    7) I engage in some witty conversation with Bond.
    8) At least one person has a negative view of me and says so.
    9) Normally I'm not this revealing!
    10) "Let's get ready to rumble!"
    11) At least twice, I ask someone a question, and then I say or imply what should happen.
    12) Something distinct happens to Bond in this film that also happens to him in at least four other Bond films.
    13) I say (in so many words) that I'm confident in myself.
    14) Clue: something that is noticeably heard during the casino scene in Never Say Never Again.
    15) I tell Bond something he doesn't know, and he basically admits that he didn't know.
    16) I don't want something to happen.
    18) I'm unhappy with at least two people, and I say so or imply it.
