It looks like you can, @pachazo, for the answer I was looking for is indeed Maxwell from DAF. Very well done!

    Clues:

1.) Someone greeted me by name throughout the film.
    - "Maxwell" is said numerous times throughout.
2.) I was sure the numbers were on my side.
    - Leiter mentions that he has over 30 agents (including Maxwell) watching Tiffany.
3.) Perhaps I'm having too much fun with this.
    - While following Tiffany in Circus Circus, he gets to play with the funhouse mirror, watch the balloon game, and he's seen giggling extravagantly as he is shoved out of the Zambora exhibit by the kids.
4.) I was witness to inexplicable talent.
    - Tiffany misses the mark entirely during the water balloon game, yet she beats everyone else and wins the biggest prize.
5.) We're going to be fine, but they didn't know that.
    - The children in the Zambora exhibit are told to be very quiet due to the extreme "danger" that doesn't really exist, since it's merely for fun.
6.) I'm not deaf, I got it the first time.
    - He is told several times to hit the penthouse after they raid Whyte's summer house.
7.) A co-op mission will lead us to the answer.
    - He hits the penthouse and clears it, which is the location of the oil rig image that Whyte notices isn't something he owns. This leads them to realize where Blofeld is in the finale, and it wouldn't have been possible if Bond hadn't also rescued Whyte.
8.) I was witness to a mistaken identity.
    - He watches Bond use the voice-changing machine that Q provides, which is when Blofeld thinks he is speaking to the real Bert Saxby.
9.) Are you a sporting man?
    - The opening dialogue that introduces him on the casino floor is "Quarterback to Tight End."
10.) My task was unexpectedly simplistic.
    - He's given the task of clearing out the penthouse, but when he does, Blofeld/Wint/Kidd are already gone, so he had no issues in doing so.
    11.) I can't stand the holidays.
    - He's involved in "Operation Passover," where he fails his task.
12.) A quiet exchange will kick things off.
    - He receives his initial instructions in an ear piece, then silently nods to the blackjack dealer, who quietly hands the instructions on a deck card to Tiffany.
13.) I could've acted sooner, if not for the interruption.
    - When Felix goes to announce that Maxwell can now hit the penthouse, he is cut off by Saxby firing at them, hindering their progress.
    14.) That's not a very flattering look.
    - He looks shrunk down and fat in the funhouse mirror.
15.) I fall for a trick that Bond would also fall for in the future.
    - In the aforementioned funhouse mirror, Tiffany spots that she's being followed by Maxwell and his man, which allows her to escape. In CR, Carlos tries on glasses in the airport and uses the mirror to see that Bond is following him, which also leads to him escaping.
16.) The way out is too dangerous.
    - The man running the Zambora exhibit mentions several times about the "extreme danger" in the cage, which was the route Tiffany used to escape.
17.) Q had something I really could've used, as he showcases later on.
    - The Q Ring is used to rig the slot machines, and the very first shot we see of Maxwell, he's playing the slots and not winning.
18.) In one short sentence, most of the MI6 team makes their appearance.
    - "Give Maxwell his cue." 'Maxwell' = Lois Maxwell, who plays Moneypenny, and 'cue' = Q. A bit convoluted for a clue, but when I heard that line I had to play it.
19.) I'm not the only one of my kind around these parts.
    - There are dozens of other CIA agents working alongside Bond and Leiter throughout the film.
20.) The instructions fell on deaf ears.
    - The water balloon operator gives out instructions on what to do, which Tiffany ignores entirely.
21.) I stopped paying attention at the most inopportune moment.
    - The one time he stops paying attention to Tiffany is when he is shuffled out of the Zambora exhibit by the children, which is the one time that Tiffany attempts to flee.
22.) Is that an ego or a compliment?
    - Bond, as Saxby, compliments Bond: thus, it could be seen as him paying himself a compliment (which it is), or as "Saxby" complimenting Bond.
    23.) I don't like to waste words.
    - He's a man of few words, typically only saying one word per interaction, such as "Roger."

Game's over to you, good sir.

    Well, I'll be damned.

I had been thinking of him earlier too, but the clues threw me off the scent for awhile. Just goes to show you that it never hurts to put forth a guess, even if you aren't 100% sure about it.

@Creasy47, that was a splendid round. You are a formidable opponent and we all know that we're in for a challenge when you're hosting. Great job.

Okay folks, give me some time to recuperate and I'll have the next round going as soon as possible.

Thank you very much, gentlemen. It never hurts to throw forth a guess, no matter how confident. I think it was actually the last round I won that I threw out a guess I was so-so on. Looking forward to this next round!
