Shot in the dark as I can't quite remember if Bond observes a dice game while following the bullets from Lazar?

There is indeed a dice game in progress as Andrea makes the exchange; the game is Sic Bo, a Chinese betting game. As you rightly point out, in the other two films Bond plays the dice game himself, craps and backgammon respectively.

QOS is the OOO because Roger Moore is Bond royalty.

I can think of an OOO for each film regarding the message, but let's go with QOS as said message does not have the '007' moniker on it?

TMWTGG: Goodnight (MI6)
QOS: Fields (MI6)
Except Rosie turns out to be working for the villain.
OOO. In QOS 007 kills him.
It is Bond using something in all three films.

QOS: Fororro motor oil against Dominic Greene (Take that, foot!)
