Well, I don't know how things are organised in the UK of course, but I've been working with civil servants most of my adult life, and a 'programme' is always a temporary set-up (allthough can last for tens of years) and has a certain goal. A section is just part of the standing operation.
I don't think they ever thought it through. They are very different beasts. In Fleming's world, the section was small, with a small bureaucratic set-up. In this film it's rather large, and even has camera's hanging in the area where they work? That's definately not up to NATO security standards.
It's a terrible scene. Probably the worst M/Bond exchange in the series. Bond is such a knob in it and you're right - the script isn't good.

Music is terrible here. Going from plunging random chords to electronic upbeat pop, whilst Bond is running (skiing) for his life. It really takes away any tension.
There are more plot holes here than I remember.
Bond and Melina buying food on the market is cute though. Love Bonds outfit as well.
This whole sequence was absolutely fantastic (and straight out of the novel).
now the prep for later, leaving a full oxygen tank at the sea floor.

It's actually a very good film. Pity about some plotholes that didn't need to be there, and an awful score. I really don't think Conti fits Bond (or any other film I like at that).
I always have time for FYEO, it has some realky excellent scenes and set pieces! I dont mind Contis score, and I do love his instrumental of the main theme! ( a theme song I really enjoy too, I read an article recently about Sheena Easton, she apparently is an avid gamer now!!)
I really love the music for this sequence! Love the way Conti incorporates the Bond theme into it.
