    Great round @Tokoloshe2! I’ve been pondering that all weekend. I was actually going to guess some very different characters until I realised one or two clues made it impossible. So I’m going play the characters I was going to guess!

    Unnamed, Eon speaking character(s) (that is perhaps a clue in itself!)

    1. Little do we know that this man is being very economical with the truth.

    2. The arrival of a villain causes a stir!

    3. What if you don't Samba?

    4. We are in a city that Bond does not visit in this film, but will visit in a later release.

    Good grief, you have it. I was actually thinking of the old couple asking for assistance but that's close enough for me!

    Thanks @MayDayDiVicenzo. I realized that there aren't many cities in the movies without Bond's appearance.
    New round: Unnamed Eon character:

    2. I arrive at a location which fits nicely with the name of the city.
    3. I arrive with other men.
    4. Bond brings me out of balance twice.
    5. I'm not involved in the family talk.
    6. The first time you see me from close, someone else is laughing.
    7. I don't know that a dead body is down there.
    8. We leave with one more person than we arrived.
