    Sévérine is correct, @Birdleson, good job. Wasn't sure how far I could take this so I'm glad I slipped in the clues I did. Maybe that last one was a little too much.

    1) I am stern, but civil.
    The name Sévérine in French means stern. And her character was civil to Bond.
    2) I’m not English, so accent is a given.
    She has a French accent. And Sévérine has two accents in its spelling.
    3) We weren’t properly introduced.
    Bond and Sévérine see each other first in Shanghai, looking between the buildings.
    4) I don’t mind, but others do.
    Bond notices she's not in charge, but has 3 bodyguards--minders.
    5) Bond and I meet more than once.
    See each other from a distance in Shanghai, then at the Golden Dragon Casino, then meeting at the Chimera.

    Silva puts on a big show with a shooting competition. And it uses a variation of William Tell's contest of shooting an apple off his son's head with an arrow.
