Yes @Birdleson , you are correct! The answer is Colonel Smithers from the Bank of England in GF!

    1) I am the exact opposite of @pachazo.
The actor, Richard Vernon, looked far older than his 39 years of age. I realize this clue was unfair if you don't know me!

    2) Only seven are in use.
There are many candles in the room, but only seven are lit.

    3) Austrian temptations.
The bar of gold used to bait Goldfinger was from Lake Toplitz in Austria.

    4) Plans are being set into motion.
    Baiting Goldfinger.

    5) There is a dress code for this type of event.
    Black tie.

    6) Diamonds may be forever, but they are not ideal for this situation in particular.
Gold, unlike diamonds, can be melted down and recast, which makes it ideal for smuggling.

    7) Bond and I are definitely in agreement.
About the disappointing brandy and Bond meeting Goldfinger.

    8) Not enjoying it is no excuse for quitting!

Even though he calls the brandy rather disappointing, he tells Bond to have some more!

    9) We tried and failed.
How Goldfinger transfers his gold overseas.

    10) My American counterpart can be seen later in the film.
    Colonel Sanders!

    11) You're getting farther and farther away from me.
The long shot that keeps moving away from the table.

    12) Someone is becoming quite irritated now.

    M.

    13) All I ask is that you give back that which doesn't belong to you.

    The bar of gold.

    14) Fleming wrote about me.

Colonel Smithers is in the novel as well.

    15) Perhaps I would enjoy hanging out with a future Bond actor more than this one.

He smokes a cigar, so perhaps he would've enjoyed hanging out with Roger Moore.

    16) Am I a speaking character? You could say that's what I'm known for.
"Colonel Smithers is giving the lecture, 007!"

    17) My name is spoken out loud by another character.

    By M. See above.

    18) Regarding the Americans : we know each other very well.

"We know the amounts we each hold and the amounts deposited in other banks. We can estimate what is being held for industrial purposes. Thus, both governments can establish the true value of the dollar and the pound."

    19) Fairly close together in a large, open area.

They are sitting close together at one end of a large table in a large room.

    20) A man comes; he is expected to do my bidding.

    The butler/servant Brunskill.

    21) Bond said exactly what I needed to hear.
That he wants to meet Goldfinger (socially, of course).

    22) A future Bond film will feature a very similar situation.

The same M and the same Bond will meet with Sir Donald Munger about diamond smuggling in DAF.

    23) Take a minute and think about Vesper's introduction.
"I'm the money." Once again, Col. Smithers is from the Bank of England.

    24) Fairness in my speech and wisdom in my teach.
He corrects himself and states that Goldfinger is a legitimate international jeweller.

    25) At one point, three of us are sitting while another person stands. I do get up briefly, but then I sit back down again.

M, Smithers and Bond sit while Brunskill stands.

    26) Addendum to Clue #9 : I'm hoping that Bond will be more successful than I was.

    On discovering Goldfinger's smuggling operation.

    27) A prelude to a switch.

Switching the balls during the golf match!

    28) Guess who's coming to dinner?

    M and Bond.

I kind of rushed through that. I hope that I satisfactorily explained everything. Great job once again, Mr. B! I am satisfied that the round lasted as long as it did. Over to you!
