    None of the above are correct. Here are two more clues for your guessing pleasure.

    He told Bond that he didn't need a wheelchair. He did after Bond knocked him out cold, though.

    My first thought was the R.A.F. Officer from MR played by Kim Fortune. He's definitely moved "up" since TSWLM.
