    I figured I probably gave it away.
    Well done @Thunderfinger. You nailed it.
    It is indeed the Police Captain from AVTAK!

    1) Well, possession being nine points of the law, I'd say Bond is my problem now.
    He is in possession of Bond's gun.

    2) Ascension into my nostrils.
    Up my nose... with a rubber hose! Bond sprays him with the hose on the truck.

    3) Who are you? Who, who, who, who?
    James Stock or James Bond? Or perhaps even James St. John Smythe?

    4) The King in Yellow.
    They bring out Mr. Howe in a yellow body bag.

    5) I'm looking for John Candy.
    He puts out an APB on Bond saying that he's armed and dangerous. John Candy starred in Armed and Dangerous a year later in 1986. Also, there is the famous story of San Francisco 49'ers QB Joe Montana seeing John Candy in the stands during the Super Bowl.

    6) Welcome to... nah, I'm not a fan of rush hour or the tube.
    Rush Hour - The chase!
    The tube - The television crew around City Hall that is blocking his way!

    7) In the end, I have no one to blame but myself.
    He leaves his car to be crushed by the bridge and later gets into an accident because he is distracted.

    8) It appears that I must have seen Tracie and Candy in Los Angeles.
    When the cars' fenders get locked together, they are driving in synchronization. A year earlier, in 1984, Tracie Ruiz and Candy Costie won the Gold medal for synchronized swimming in Los Angeles.

    9) Warren Beatty once played me in a movie.
    He tells Bond that he is Dick Tracy, whom Beatty played in 1990.
