    I really he said it was not necessarily a recurring character - the same actor/actress in two Bond films (and doesn't survive the second) but it could be different characters.

    It's not Irvin Allen is it?
    He played Che Che, Dracos henchmen in OHMSS, and one of Strombergs crew in TSWLM.
    I believe he was one of the submarine crew of Stromberg one.
