The Bond novel rights

I was reading the Moonraker novel Wiki (I know), and it stated that Eon didn't get the rights to Moonraker until 1969. Is that possible?

The rights to CR and TB have been discussed extensively here and elsewhere, but what about the other novels? When did Broccoli and Saltzman get the rights to the other novels, and if they waited, why did they wait? Were they not available?

    As far as I know, EON got the rights to all Bond novels in the early '60s, bar Casino Royale and Thunderball for obvious reason, but I could be very wrong.
