History repeating, possibly in Bond 24

Dr No: Introduction of SPECTRE
From Russia With Love: We delve further into SPECTRE.
Goldfinger: No discussion of SPECTRE, stand alone villain. (Considered the best of Connery's era by some)
Thunderball: Return to a SPECTRE storyline, and introduced to Blofeld.

Casino Royale: Introduction of Quantum
Quantum of Solace: Delve further into Quantum
Skyfall: No discussion of Quantum, stand alone villain. (Considered the best of Craig's era by some)

Is history going to repeat itself? Does this mean Bond 24 will finish the story in relation to Guy Haynes and Quantum?
