    Unnamed EON Character.

    Clues:
    1. I lead the other two, far taller men.

    2. I move a piece of furniture around.
    3. I call over a fourth individual.
    4. I am witness to passive/aggressive Bond-Snobbery at its best.
    5. It is fairly clear that I am involved in the subterfuge.
    6. All four of us (Clues #1 & 3) are garbed appropriately.
    7. I speak the native tongue, as well as a bit of English.
    8. I work for a man who is not the Main Villain.
    9. This is the first time Cinematic Bond has set foot in this country, though his literary counterpart found himself embroiled in an adventure here 13 years earlier.
    10. I am be-speckled.
    11. Like one of the two men I lead in, I am losing my hair.

    Seems like it. I'm seriously looking up novel releases and going 13 years ahead to see if i can find anything. My Bond Fandom ain't what it used to be.
