Not sure if anyone has noticed this but...
When Bond is takes a glance at a burned photo of his family, he is also holding a guardianship document. This document is only in focus for a split second but it says "H. Oberhauser" underneath the title of "temporary guardian." This solves the puzzle! Oberhauser took Bond in after his parents died and possibly brought him up to be the killer he is today!!!
