    VERY good guesses. Neither of them, though this character is very similar to both of them in one aspect, which I'll reveal in the next hint here in a bit.

    Their official title is on the IMDB page for the movie. Its a government title of sorts. And they are called by their title once or twice in the few scenes they're in.

    :( Okay, over to you. I was having fun. What gave it away?

    Hint 1: I share many characteristics, both in appearance and attitude, with the late Muammar Gaddafi.
    The dictator superstar sunglasses and evil attitude.

    Hint 2: Bond seemed to fall from the heavens when he killed me, but delivered his message first.
    Bond jumps down at the hotel on to the Colonel's vehicle and shoots him after saying "You and I had a mutual friend!"

    Hint 3: I don't have a name, but I'm listed as an official title.
    On IMDB, he's on the first page of casting, just beneath the general as 'Colonel of Police' and is referred to that multiple times in the film.
