    Well, Gustav Graves hates Gustav Graves as he based him on Bond, so that's my guess

    Correct! Sir Donald Munger is the mystery character :)

    An explanation of the clues:

    1) Sir Donald is friends with the Prime Minister

    2) Sir Donald knows Bond has been on holiday but doesn't know what he was doing i.e. killing Blofeld

    3) Sir Donald repeats the same line in the film twice (done to show the irony)

    4) Sir Donald convinces the Prime Minister to involve MI6 and 007 in the investigation

    5) Mr White states "money's not important as knowing who to trust". Sir Donald would agreeing, stating that his industry relies on the trust of his employees

    6) Bond doesn't think investigating smuggling is worth involving him about

    7) Refers to a quote in You Only Live Twice "No, just different. Like Peking Duck is different from Russian Caviar". The clue is duck...i.e. Sir Donald Duck (lame i know)

    8) Sir Donald is an expert in diamonds

    9) Sir Donald thinks that diamonds are being smuggled to affect prices...the laser is more terrifying.

    10) Sir Donald fears a plumet!

    11) A reference to the fact Sir Donald is a copy of Colonel Smithers, the Gold expert in Goldfinger

    12) Sir Donald offers sherry to M, who has a problem with his liver

    13) Another reference to Donald Duck again

    14) Winter, Spring, Summer, Autumn = Four seasons. Four Seasons (with Franki Valli) was a group whose hits include "Sherry", the drink offered by Sir Donald

    15) See explanation to clue 11

    16) Goodnight - Good Knight (Sir)

    17) Gustav Graves is a diamond smuggler (to the same effect)

    18) Bond tells Pushkin to get on his knees...something Sir Donald would have been told when collecting his knighthood

    19) Not Mr Burns but Smithers! (See clue 11 again)

    Thanks Signed_by_RogerMoore, it was the last clue that made me think of Munger.
    Anyway
    1) I'm in love with someone I shouldn't be with.
