    Yes, the cable cars (OHMSS, MR...)!
    That was the clincher for me. Would never had guessed without the last clue.

    He's listed as 'cable car heavy' so if that's considered a named character then it's probably all good... if not, then I'm screwed ;)

    I figured those last clues would do it. @R1s1ngs0n has solved it once again! According to this, his name is Otto. https://jamesbond.fandom.com/wiki/List_of_minor_characters_in_Spectre

    He's one half of a duo. His partner in crime arrives later. We first see him walking towards the cable car. In his previous scene, Q told 007 that he really hates him right now. At first, he is wearing a black hat. Seriously, he looks like he has Vulcan ears! There were a couple of bald Vulcans in the background in Star Trek TMP and Star Trek 3 TSFP just for example.

    Q is too busy connecting the Spectre dots on his laptop to notice him. There is a crowd of skiers that file into the cable car later on. It's not quite a glass house, but it has huge glass windows! And I think that about does it. For reference, I don't usually announce the character has a name unless they actually have a name, not a title etc... I'm not sure if this name is valid or not. It seems legit..

    Here we go, then.

    1. I take part in a masquarade (most probably without my knowledge).
    2. Once it's all over, you'll realize I was not exaggerating.
    3. I’m sure some of these fine people are bilingual.
    4. My scene takes place in the evening.
    5. Bond is about to get some ‘disturbing’ news.
    6. Bond's own flesh and blood will lead you to my whereabouts.
    7. Not far from where I'm standing, Bond will soon learn a certain truth.
    8. The actor who plays me started his career doing what I do.
    9. Blue and white.
    10. The laugh is my cue.

    Actually when I solved it I presumed it was a reference to 'Mrs Bond' in the hotel room at the same location... although a wife isn't technically flesh and blood, so the actual explanation makes more sense.

    Let's see...how about these?
    1) Don't under-estimate my ability to weave a good story.
    2) The deceived becomes the deceiver. EDIT: This is not the first time I have deceived.
    3) Drax would not approve.
    4) ...But Greene would.
    5) Where was the help-line when I needed it?
    6) Relatives aren't necessarily close to me.
    7) Bond can feel my pain, whereas my partner-in-crime cannot.
    8) In contrast to what M says, I WILL take things personally.
    9) A supply of a natural resource can make someone very profitable.
    10) An imitation of Van Gogh perhaps?
    11) Maybe taunting Bond was the wrong thing to do? I think the altitude got to me.
