Personally, I'd think keeping Arnold as the main composer with an add-in temporary composer here and there would work best (sort of like the 70's with Barry). Enough to please everyone and keep things fresh. I think Arnold has improved with time. Thus a Newman here and there just may allow Arnold to store in the creative juice to make a very Bond and yet interesting/unique score.
Of course, just my opinion.
